Request accessThe detention
RUN YUAN was detained at Rizhao, China, on 10 October 2026. The deficiency count and specific deficiency codes have not yet been published. The vessel's recognised organisation is listed as Foresight Ship Classification (FSCLASS), a non-IACS society. ISM responsibility sits with Waan Hong International Ship Management Limited, a Fuzhou-based operator that took over the ISM manager role on 13 June 2026. The vessel had arrived at Rizhao with a destination code of CN RZ and an ETA of 8 October.
The vessel
RUN YUAN is a gearless bulk carrier of 73,729 dwt and 38,364 GT, built in 1998 by Sumitomo Heavy Industries in Tokyo. She measures 217.28 metres LOA with a beam of 32.26 metres and was drawing 13.8 metres at last report. Powered by a Sulzer 7RTA48T two-stroke diesel, the vessel was recording a speed of 9.4 knots. She has traded under her current name and Vanuatu flag only since June 2026; before that she was FORTUNE UNION under the Panama flag. The vessel is now 28 years old, placing her firmly in the tail end of typical bulker service life. Class was held by RINA (an IACS member) until June 2026, when that status was withdrawn and Foresight Ship Classification took over.
Inspection history
The vessel's PSC record spans 91 inspections across six MoU regimes dating back to January 1999, with 184 total deficiencies recorded. That yields an average deficiency rate of 2.0 per inspection, but the recent trajectory is considerably worse. Including the current Rizhao detention, the vessel has now been detained four times in total: Venice in September 2012 (13 deficiencies, Paris MoU), Dangjin in March 2018 (15 deficiencies, Tokyo MoU), Lianyungang in June 2024 (9 deficiencies), and Shantou in December 2024 (9 deficiencies). Three of those four detentions have occurred since mid-2024, a sharp acceleration. The inspection tempo itself tells a story. Since January 2024, the vessel has been inspected 16 times in Chinese ports under the Tokyo MoU, an unusually high frequency that reflects her elevated targeting profile. Deficiency counts have been consistently high: nine deficiencies at Tianjin in May 2025, eight at Qinzhou in July 2025, eight at Maoming in December 2025, and six at Taicang in August 2026. Several initial inspections triggered follow-up inspections within days, indicating that deficiencies were serious enough to require rectification checks before the vessel could sail. The only clean period in recent history was a pair of zero-deficiency inspections in Indonesia at Kota Baru in 2022 and 2023. By contrast, the vessel's earlier record under German and Liberian flags, with IACS-member class societies and European management, was largely unremarkable. Between 1999 and 2017 the ship traded globally, calling at US Gulf ports, European terminals, and Australian bulk ports with low deficiency counts and no detentions until the Venice incident in 2012.
Ownership and management
RUN YUAN has been through four distinct ownership cycles. From 2007 to 2017, the vessel was commercially managed by Roth Reederei GmbH & Co KG with ISM management by AVB Ship Management GmbH from December 2013. She flew the Liberian and then German flags during this period. In June 2017, the vessel was sold to Fortune Union Shipping Ltd, which took on both the registered owner and commercial manager roles. ISM management went to Skaarup Ship Management Co Ltd. The ship was renamed FORTUNE UNION and reflagged to Panama. A second change of hands came in mid-2022, when Zhung On Oversea Ltd became registered owner and commercial manager, with Ho Hin Shipping Management Ltd taking the ISM manager role from August 2022. The two detentions at Lianyungang and Shantou in 2024 occurred under this ownership structure. The most recent transition took place in June 2026. Fuk Sun Gung Mau Ltd, registered in Hong Kong, became the registered owner and ship/commercial manager from 1 June 2026. Waan Hong International Ship Management Limited, based in Fuzhou, took on ISM management from 13 June 2026. Simultaneously, the vessel was renamed RUN YUAN, reflagged from Panama to Vanuatu, and moved from RINA classification to Foresight Ship Classification. The entire identity of the vessel, including name, flag, class, owner, and both managers, changed within a two-week window.
Risk profile
VesselScore rates RUN YUAN at 45.7 out of 100, placing her in the "very high risk" calibration band with an estimated detention probability of 11.5%. The model's highest-scoring risk drivers are the deficiency rate (15.0 out of 15 points, maximum penalty), the detention history (15.0 out of 20), age baseline (10.0 out of 10, at maximum for a 1998-built vessel), and flag/class combination (8.0 out of 10). The flag/class score reflects the move to Vanuatu and a non-IACS classification society. Severity mix contributes a moderate 3.3 out of 10 points. AIS behaviour adds 3.0 out of 5, driven by three recorded loitering events and no AIS gap events. The manager churn component scores zero, which the model calculates independently; the company history data, however, shows five distinct ISM managers since 2013 and four ownership changes in nine years. Sanctions screening is clear and no marine casualties are on record.
What to watch
The immediate question is the deficiency detail for this Rizhao detention, which has not yet been published. Given the vessel's recent pattern, a follow-up inspection in Rizhao should be expected before release. Charterers and underwriters should note that this is the vessel's third detention in approximately 22 months, a record that will further elevate her targeting priority at any Tokyo MoU port. The combination of a 28-year-old hull, a non-IACS class society, a Vanuatu flag, and brand-new management with no established track record on this vessel represents a concentration of risk factors. Any fixture involving this vessel should confirm the current status of statutory and class certificates issued by Foresight Ship Classification, and verify that all transitional survey requirements have been completed following the June 2026 class transfer from RINA.
