DE XIN XING LONG (IMO 9612088) detained at Constanta, September 2026

The Chinese-flagged bulker DE XIN XING LONG has been detained at Constanta, Romania, marking her second detention in just over 13 months. The vessel, managed by a small three-ship Chinese operator, had a near-spotless record for the first decade of her life under Greek management before a sharp deterioration following her 2021 change of ownership.

The detention

DE XIN XING LONG was detained at the Romanian port of Constanta on 29 September 2026. The vessel, a 56,750 dwt geared bulk carrier flying the Chinese flag, was moored in the Black Sea at the time of the report. Neither the deficiency count nor the recognised organisation or ISM company were specified in the detention notice. The detention falls under the Paris MoU jurisdiction, as Romania is a member state.

The vessel

DE XIN XING LONG is a Supramax bulk carrier built in 2011 at Jinling Shipyard in Nanjing, China. She measures 189.99 metres LOA with a beam of 32.26 metres, 33,042 GT and 56,750 dwt. She is geared, fitted with four 30-tonne cranes, and powered by a MAN B&W 6S50MC-C two-stroke diesel engine. The vessel was delivered as Kavo Platanos under the Marshall Islands flag, classed with DNV-GL. She was renamed DE XIN XING LONG and reflagged to China in January 2021 when ownership transferred to Changzhou Dexin Shipping. Classification moved from Korean Register (withdrawn February 2021) to China Classification Society. At 15 years old, she is entering the age band where PSC scrutiny intensifies, particularly for bulkers trading in the Paris and Black Sea MoU regions.

Inspection history

The vessel's PSC record spans 29 inspections across eight MoU regimes since April 2012, accumulating 68 deficiencies and one recorded detention prior to the current event. The story here is one of two distinct eras. Under Greek management (Gourdomichalis Maritime / Indy Maritime), the vessel sailed through 19 inspections between 2012 and 2020 with only 29 deficiencies and zero detentions. The worst result was an 11-deficiency inspection at Port Hedland, Australia in March 2017, but even that did not result in detention. Since Changzhou Dexin took over in 2021, the picture has changed considerably. A March 2024 expanded inspection at Novorossiysk logged 13 deficiencies. Then in August 2025, Turkish authorities at Kocaeli conducted a more detailed inspection that uncovered 24 deficiencies and resulted in detention. That is a single-inspection deficiency count that dwarfs anything in her earlier record. Two clean inspections followed, at Novorossiysk in August 2025 and at Romano Port in March 2026, before another clean result at Gresik in May 2026. The Constanta detention now makes two detentions within 13 months, a rate that will sharply elevate her targeting profile across European and Black Sea MoU ports.

Ownership and management

The vessel is owned, commercially managed, and ISM-managed by a single entity: Changzhou Dexin Shipping, a small Chinese operator based in Changzhou, Jiangsu province, with a fleet of just three vessels. Changzhou Dexin took over as registered owner and ship manager on 8 January 2021, with ISM management following in June 2022; the company history shows a period of roughly 17 months where the ISM manager was listed as 'Unknown', a notable gap. Before the 2021 sale, the vessel was owned by the Greek company Indy Maritime SA and managed by Gourdomichalis Maritime SA, a well-established Piraeus operator, from delivery in October 2011. The transition from a seasoned Greek manager to a micro-fleet Chinese owner is reflected clearly in the inspection record. Classification history mirrors the ownership change: the vessel was delivered under DNV-GL, moved to Korean Register (status: withdrawn), and is now classed with China Classification Society.

Risk profile

VesselScore rates DE XIN XING LONG at 64.2 out of 100, placing her in the 'above average risk' calibration band with a modelled detention probability of 5.41%. The score was already reflecting the August 2025 Kocaeli detention, which cost half the available detention points (10 of 20). The deficiency rate component scored at maximum penalty (15 of 15 points), driven by the elevated deficiency counts under current management. Flag and class contributed a modest 4 points of risk, consistent with the China flag and CCS class combination. Age baseline added 6.8 points, reflecting the vessel's 15-year profile. Management churn, severity mix, hull condition, AIS behaviour, sanctions, and casualty components all registered zero penalty, which kept the score from falling further. No sanctions flags or casualty history were found. With this second detention now on record, the detention component will worsen significantly at the next scoring cycle, and the overall score is likely to drop well below 60.

What to watch

Charterers and underwriters should monitor release conditions at Constanta closely; two detentions in 13 months under Paris and Mediterranean MoU jurisdictions will place the vessel on heightened targeting profiles for subsequent port calls in Europe and the Black Sea. Any further detention within a rolling three-year window risks banning orders under Paris MoU refusal-of-access procedures. The three-ship fleet size of Changzhou Dexin Shipping means there is limited organisational depth to absorb corrective action demands. Prospective charterers should request evidence of class survey compliance with CCS and verify that the ISM documentation gap from early 2021 has been fully resolved. The next inspection in any European or Paris MoU port will almost certainly be a more detailed or expanded inspection.
